This is the model that we use internally at GistLens to help to make sure that things are on time, on budget and fit for purpose.
Teams + Systems = On Time
To avoid a project being over time, you need to make sure that you've got the right team and the right systems. Having the right team is not just the tech team. It includes the people that are connected to the tech team such as the product owner, the stakeholders within the business and so forth. These then need to be combined with the right systems, because if you get either of those wrong, then the risk of the project going over time just starts increasing exponentially.
Project Methodology + Project Management = On Budget
For the second problem, to avoid being over budget there are two things you need to think about: project methodology and project management. And if you get both of those right, then ultimately you can get it on budget.
Tech + Architecture + Scoping = Fit-for-purpose
To ensure a project is fit for purpose there are three things that you can do that will help to make sure that what you're building is actually going to do what it needs to do. First is the technology, making sure you get the tech right. The second is the architecture, getting this right is critically important. And third is adequate scoping, so if you get the scoping wrong, or if you get the business requirements wrong, then ultimately what you get out of the other end of a software project is not going to be fit for purpose.
